LSR Mission Statement:

It is our mission to provide training and support to individuals with disabilities so they may achieve maximum potential for

self-reliance and active participation in the community.  


Lincoln Self Reliance, Inc. has been in operation as a Section 501 (c) (3) corporation since July 2000.  LSR, Inc. maintains physical facilities in Diamondville, Kemmerer, Afton, Thayne, and Evanston Wyoming.  The Administration Office is located in Afton Wyoming.  


This past year at all of our locations we continued to have and very busy and productive year.  Post pandemic has seen LSR struggle with staffing shortages like the majority of business throughout Wyoming and the country.  As a result, LSR has increased wages and offered several bonus incentives during the year.  LSR greatly appreciates all of our Direct Support Professionals, Administrative Assistants, Program Managers, IT Support, maintenance staff, and Thrift Store employees.  Without out these wonderful dedicated employees LSR would not be able to stay in business.   


The front concrete sidewalk at Morse Lee was widened to allow for the transport van to park on the concrete pad.  Concrete was also expanded on the front of the home to allow for a sitting area/patio for the clients and staff.  


A small sidewalk improvement at our 1038 South Washington building has made for some greatly needed improvement to the side entrance of the building.  The one step that was there for the past twenty years was removed and a small ramp installed.  Having the step removed has reduced tripping concerns as well as made the entrance much more accessible for wheelchairs, hand trucks, and foot traffic.    


The Afton thrift store received some minor improvements during the year.  The hall and stairwell carpet was replaced making for a much needed flooring improvement.    


In the early Fall of 2022, LSR finished a remodel of our Community Living home in Kemmerer, WY.  A bathroom remodel now allows for a ADA accessible shower.  The kitchen was completely renovated with new cabinets, counter tops, flooring, and appliances installed.  The home is looking very clean and inviting to the individuals served who enjoy living there.  


All LSR program staff and clients are past the COVID-19 Pandemic and all of the community restrictions and masking.  LSR was fortunate to not lose any staff or clients to the pandemic.   


LSR’s thrift store located at the 1038 South Washington continued to have another productive year.  Donations from the local community continues to increase with the space in the store overflowing with donated items each day.  With new management starting in September 2023, the store seen several changes with displays and maximizing space.  LSR employed six staff throughout the year to accommodate the increase in donations and customers.    Gross revenue from the thrift store for the fiscal year was up substantially from the past year due to adjusting pricing to cover additional employee wages and needing more revenue to help with client programming.  The FY ended with LSR having $209,348 in total sales.

LSR, Inc. maintains a Governance Board of five to ten members from various backgrounds and communities in Lincoln County.  LSR, Inc. employs an Executive Director, Darrel Skinner, MSW, to manage the day-to-day operations of the organization.  Board members serving at the close of the 2022-2023 fiscal year were:

CARF Accreditation:

LSR, Inc. maintains CARF accreditation for Community Integration; Community Housing; Supported Living; and, Community Employment Services: Employment Supports.  LSR received a Three Year Accreditation at the conclusion of our accreditation survey conducted in November 2022.  More info here. 
“CARF accreditation is a process that demonstrates a provider has met standards for the quality of its services.  CARF established these standards to guide providers in offering their services.  CARF also uses the standards to evaluate how well a provider is servicing people and how it can improve.”  
CARF Accreditation is good through November 1st, 2025. 




Programs and Services: During the fiscal year ending June 30, 2023, LSR provided services to 55 individuals.  
  Twenty-eight (28) individuals received Community Living services through LSR.  
  Fifty-four (54) individuals received Adult Day Services/Community Support Services through LSR.   
  LSR also provided personal care, supported employment, respite, companion services, and transportation services during the fiscal year.


LSR Outcomes:  
In a satisfaction survey conducted in December 2020, stakeholders indicated 100% overall satisfaction with Adult Day

Services; and, 100% satisfaction with Community Living Services.  •  In a satisfaction survey conducted in December 2022, stakeholders indicated 100% overall satisfaction with Adult Day Services; and, 100% satisfaction with Community Living Services.  
  LSR did not have any formal grievances filed by clients or stakeholders during the fiscal year.  
  LSR provided 23,257 transportation rides during the fiscal year.   
  In an employee satisfaction survey conducted in December 2022, respondents indicated 93% employment satisfaction working for LSR.
  LSR provided $9,627 in free unfunded services during the fiscal year. 
Community Involvement - Persons Receiving Services and Staff:

NAPA – Evanston,  Food Banks – Afton & Thayne,  Thayne Branch Library – Thayne,  Uinta Senior Center - Evanston.

A financial audit of LSR records for the period July 1, 2022 to June 30, 2023 was completed by DeCoria & Company PC, Certified Public Accounts.  The audit found no significant financial irregularities for the fiscal year.
